Under Competition MC03 (LISA/2025/DPS/0008), our consortium ranked 1st out of 4 contractors and will support the development and maintenance of the Shared Biometric Matching Service (sBMS), one of eu-LISA’s core interoperability systems. 

Over the next 48 months, we will contribute to the design, development, testing, maintenance, and operational support of sBMS and its related components. The work covers the full application lifecycle, including application evolution, corrective, adaptive, preventive, and perfective maintenance, as well as application support in operations, helping ensure the reliability and continuous improvement of one of the EU’s key shared biometric platforms. 

With a maximum ceiling of €53 million, this contract further strengthens Thaleria’s long-standing collaboration with eu-LISA. 

As one of our main European clients, eu-LISA has been an important part of Thaleria’s journey for several years. Alongside our participation in the EXTRA-NG Lot 1 Framework Contract for ICT Services, this new award further reinforces our commitment to supporting the Agency’s mission and contributing to the evolution of some of Europe’s most critical digital systems. 

eu-LISA is responsible for the operational management of large-scale IT systems that support border management, migration, security, and justice across the European Union. The Shared Biometric Matching Service is a key component of this ecosystem, providing a common biometric capability that enables secure and reliable identification across multiple European information systems. Supporting the development and evolution of these systems means contributing to the digital infrastructure that helps keep Europe connected, secure, and interoperable.

We are happy to share that Thaleria, as a member of the consortium led by Accenture, together with ARHS Developments and IDEMIA Public Security France, has been awarded a new contract under eu-LISA’s Dynamic Purchasing System (DPS) for Application Development and Maintenance Services.

Thaleria awarded 1st position on sBMS by eu-LISA

DIGIT-TM III is the European Commission’s upcoming multi-supplier framework agreement for the provision of external IT and digital services between 2026 and 2030. With an estimated value of approximately €4 billion, it will ensure the continuity and evolution of digital services supporting the European Commission and other EU institutions.
 
 This contract replaces DIGIT-TM II (2022–2026) and introduces an updated procurement model designed to reflect today’s technological and regulatory landscape. It expands the scope of services, strengthens security and data protection requirements, and includes dedicated provisions on the responsible use of artificial intelligence in service delivery.
 
Our Consortium has been awarded in all three Lots, allowing us to support DG DIGIT across multiple delivery models and locations. This includes far-site services delivered remotely from anywhere within the European Union, near-site activities in Brussels and Geel supporting core administrative and operational systems, as well as services provided from Luxembourg and several Joint Research Centre locations, including Ispra, Sevilla, Karlsruhe, Petten, and Grange, contributing to scientific platforms and data-intensive environments.
 
DIGIT-TM III covers the entire lifecycle of digital solutions, from project and service management, business analysis, architecture, and UX/UI design, through software development, integration, testing, and deployment, to ongoing operations, maintenance, user support, business intelligence, data engineering, and advanced analytics capabilities.
 
The framework operates as a multi-supplier Time-and-Means contract with reopening of competition, where services are delivered on a daily-rate basis for experts provided and accepted under standard supervision procedures. With the possibility of extensions, it will run for 48 months.
 
DIGIT-TM III plays a key role in supporting the European Commission’s Digital Strategy and the wider Digital Europe Programme, contributing to the modernisation of IT infrastructure, strengthening digital resilience, and enabling secure, efficient and future-ready services across EU institutions.

We’re happy to share that Thaleria, as a member of the DigiTime Consortium led by ARHS Developments, together with Accenture and Malt Community, has been awarded the DIGIT-TM III Framework Contract by the European Commission’s Directorate-General for Informatics (DG DIGIT).

Thaleria secures a place in the DIGIT-TM3 Framework Contract

Under the MAIA Framework Contract, Lot 6 covers IT managed services for the development, maintenance, migration, support, and operations of both cloud and non-cloud Information Systems. Over the next three years, we will contribute specialised expertise aimed at modernising and reinforcing the digital backbone that supports the European Commission’s operations.

This Lot encompasses a wide range of managed services: from migrating Information Systems, data and workloads between on-premises and public, private or hybrid cloud environments, to re-platforming, re-architecting or re-hosting systems, and ensuring their seamless operation afterward. It also includes the analysis, design, development, implementation and ongoing support of both new and existing Information Systems, spanning all types of technologies, interfaces and business domains.
 
MAIA Lot 6 is one of DG DIGIT’s main pillars for IT outsourcing, specifically designed for managed services (fixed-price and QTM modalities), making it a central instrument in the Commission’s long-term digital service strategy.
 
With a maximum ceiling of €290 million for Lot 6 (and over €541 million for the full MAIA framework), this award highlights the scale and importance of the digital transformation agenda of DG DIGIT. We are honoured to support this effort alongside partners who bring strong complementary capabilities and a shared commitment to advancing Europe’s digital services.

We are pleased to share that Thaleria, as a member of the Honos Consortium led by AlmavivA The Italian Innovation Company, together with Westpole Belgium, Tremend Software Consulting, Axians Digital Solutions and Hiberus IT Development Services, has been awarded the MAIA Lot 6 Framework Contract with the Directorate-General for Digital Services (DG DIGIT) of the European Commission.

Under the framework contract Arrow (IT Consultancy Services for Project Management, Business Analysis and Testing), our Expand Consortium will support EIB in strengthening and evolving its digital ecosystem. Over the next 6 years, we will provide specialised expertise across project management, business analysis, and software testing - key capabilities that underpin the Bank’s mission to deliver high-impact, future-ready financial and infrastructure initiatives across the EU and beyond.
 
This contract comes with a maximum ceiling of €160 million, underscoring both the scale and the strategic significance of the work ahead. As leader of the Expand Consortium, Thaleria is grateful to its partners for the trust deposited in us, to coordinate a partnership built on complementary strengths, shared commitment to the EIB, and deep expertise in complex, governmental IT environments.

We’re delighted to announce that Thaleria, as leader of the Expand Consortium together with AlmavivA de Belgique, Unisys Belgium and Westpole Belgium, has been awarded a major new Framework Contract with the European Investment Bank (EIB).

This 4-year Multiple Framework Contract has a total value of €186.5 million assigned to the provision of services for Designing, Implementing, Managing, Operating and Supporting Information Systems (DESOPS), therefore covering the full lifecycle of IT systems and critical tools supporting EU border management and security.

Frontex supports Member States in managing the EU’s external borders, coordinating border control operations, developing surveillance systems, and ensuring that our borders are secure, efficient, and well-managed. Together with eu-LISA and Europol - two agencies with which we already have major contracts - Frontex forms a strategic trifecta for Thaleria, at the heart of Europe’s border management, law enforcement, and justice systems.

We’re proud to share that Thaleria, as part of the FAQTA Consortium which includes Fincons as leader and Aricoma, has been awarded a new Framework Contract with Frontex - the European Border and Coast Guard Agency.

The TAXUD-PEP framework contract focuses on providing external services for development, consultancy, and support, including activities such as project management, business analysis, quality assurance, operations, data management, security, and more. This contract is essential to helping DG TAXUD maintain and further develop critical IT systems that support the smooth functioning of tax and customs across the European Union.

The total value of the contract is close to €69 million over the next 4 years, making this a major opportunity to support DG TAXUD’s mission and the European Commission’s broader goals.

DG TAXUD (Directorate-General for Taxation and Customs Union) is the branch of the European Commission responsible for EU policies on taxation and customs. We are proud to announce that Thaleria, as part of the Unio consortium led by AlmavivA, together with Arhs, Unisys, and Westpole, has been awarded 1st place in the TAXUD-PEP Framework Contract for the Provision of External Service Providers for DG TAXUD - the successor to the TIMEA framework contract.

The Framework Contract represents a maximum value of €58 million over the next 4 years and is expected to kickstart in January 2025. This recognition underscores our expertise and continued commitment to supporting critical EU digital transformation initiatives.

The Publications Office serves as the central hub for EU information, offering publishing services to all EU institutions, bodies, and agencies. It plays an important role in providing public access to EU law, publications, data, research, procurement notices, and more. Beyond this, the Publications Office actively contributes to transparency, economic growth, and knowledge sharing by making information accessible and reusable. 
 
As a centre of excellence in information and data management, the Publications Office supports the EU’s political priorities, particularly those linked to democracy, the rule of law, and digital transformation.

### Our Role in the Project

Thaleria’s role in this Framework Contract focuses on deploying support to project and system-management tasks, along with technical consulting assignments related to the IT activities of the Publications Office. 

The tasks for the team will include the follow-up of the lifecycle of each project, the reception and acceptance procedures of deliverables, the management, reporting and analysis of incidents, elaboration of functional feasibility studies, functional specifications, functional analysis, process analysis, risk evaluation and analysis, system management, and broader quality monitoring, control and reporting to support continuous service improvement within the Secure Software Development Lifecycle of the Publications Office. 

These services are essential in helping the Publications Office achieve its goal of improving information access and usability for EU citizens and institutions. This achievement confirms Thaleria’s continued growth in the European market and highlights our ability to secure and execute complex projects. We are excited about the opportunities this contract brings and remain committed to delivering innovative, high-quality solutions in collaboration with our consortium partners.

Thaleria is proud to announce the establishment of Thaleria Netherlands, a new entity formed in response to our recent success in securing the main IT Consultancy Framework Contract of Europol as part of the Apollo Consortium, alongside Almaviva and Cegeka.

This Framework Contract represents a massive undertaking of approximately €113 million over the next 4 years. This budget is expected to be split approximately in half, between an expected 120 expert IT consultants working closely with Europol to address their IT needs and an equivalent amount dedicated to project outsourcing. 

As part of this process, a new entity has been created: Thaleria Netherlands has been formally established to reflect once more our commitment towards ensuring a seamless collaboration with Europol, as well as yet another step in Thaleria’s expansion within the European Union.  

We are very excited about the opportunities that lie ahead and look forward to leveraging our collective strengths in delivering quality services and assisting Europol in its crucial role ensuring the safety and security of the European Union, a mission which we are fully committed to support.

We are very proud to announce that Thaleria has been selected as part of the winning bid for the European Commission's DIGIT-TM II framework contract, the largest Time & Means IT contract of the European Institutions, with a budget north of €2.8 Billion to recruit over 4500 FTEs over the next 4 years. 

Thaleria has achieved great positioning on all 3 lots - Standard profiles, Specialized profile and Expert/Niche profiles – and, through its expansion to new offices over the past few years, is able to deliver any type of profile requested in the majority of the main European locations in the contract. 

This winning bid is a testament to the hard work and dedication of our team, as well as to the quality of Thaleria’s work and delivery capabilities over the last 4 years.

After less than 3 years of existence, Thaleria is very proud to announce that the company has reached a symbolic milestone: the 100-staff mark. 

Despite the challenging context presented by the worldwide pandemic, the company has managed to keep growing, going even further than initially expected. And a big part of this growth was focused inside, with the strengthening of the main departments, as well as the creation of the Bid Management department and a new entity in Portugal. 

These new developments are a reflection of some of Thaleria’s main goals and ambitions for the near future – to quickly develop its capacity to participate in and win European public calls for tender, as well as then deliver the needed teams and projects.

After only 3 years of existence, Thaleria has reached the symbolic milestone of 100 employed staff.

This summer marks another important step in Thaleria’s international expansion: the creation of its second entity, Thaleria Portugal. 

This new branch, based in Lisbon, is part of the company’s desire to develop its tendering capacities. While the Bid Management department will be in charge of winning European public tenders, Thaleria Portugal will focus on the delivery part, providing consultancy and nearshoring services.    

In due time, it is also the company’s intention to use this branch to kickstart its business development into the local Portuguese market.

Thaleria is thrilled to announce that we have been selected as part of the winning bid for both the EXTRA and TEF framework contracts with eu-LISA, the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice, based in Strasbourg, France. 

This represents a significant achievement for Thaleria and its first winning bid outside of Belgium, as well as a great opportunity to demonstrate and further develop the company’s expertise and capabilities in the areas of IT Development, Infrastructure and Security over the next 4 years. 


Thaleria is part of the winning bid for both the EXTRA and TEF framework contracts of eu-LISA, marking its first successful bid outside of Belgium.

After a challenging year 2020, owing to its success with the eu-LISA TEF and EXTRA contracts, Thaleria is proud to announce the creation of its first branch, Thaleria France. 

This new entity based in Paris will not only allow for a more easy management of all the activities related to eu-LISA in Strasbourg, it will also allow Thaleria to start business development in France, and represents the company’s first step in its international expansion.
