Manage the implementation and coordinate services related to digital tax projects in order to  meet the business needs.

Coordinate the monitoring and reporting on operations and liaison with all (internal and  external) stakeholders.

Monitor the service desk activities, ensuring that incident, problem, change, configuration  and release management is delivered according to quality plans (FQPs) and to quality levels  agreed in the Service Level Agreement (SLA). 

Enforce the quality of delivery on schedule and provide suggestions for service or  methodology improvements. 

Coordinate with vendors and contractors to ensure service level agreements (SLAs) are met. 

Collaborate with development and operations teams to enhance service delivery and  reliability. 

Facilitate communication and cooperation with Policy teams, Member States, Economic  Operators, and other EC services involved in the programs regarding service operations.

Manage and coordinate the full lifecycle of digital tax projects, from planning and analysis  to implementation, testing, deployment, and maintenance.

Coordinate the work of multiple stakeholders, including external contractors. 

Ensure the timely delivery of project components in line with business, legal, and technical  requirements.

Support and monitor DevSecOps workflows in the context of Agile@TAXUD. 

Validate technical and architectural deliverables to ensure consistency with DG TAXUD  standards.

Contribute to the development and maintenance of technical artefacts, including  specifications, process/data models, and system documentation. 

Monitor Member State implementations and support conformance testing activities,  ensuring alignment with EU specifications. 

Ensure contract performance, including reporting obligations. o

Support testing, quality control, and feasibility/cost-benefit analysis.

Identify project risks and interdependencies, propose mitigation actions, and escalate when  needed. 

Stakeholder Engagement and Change Management

Facilitate communication and consensus-building with Member States and internal/external  stakeholders.

Provide input to communication, training, and change management strategies. 

Support the preparation of user materials, training content, and workshop facilitation. 

Report on project progress, risks, and decisions to relevant stakeholders.

Propose improvements to tools, processes, and methodologies

B2 level of English minimum. Any knowledge of French is an asset.

Proven experience managing digital projects in the field of EU tax legislation, especially  direct taxation (e.g. DAC1–DAC9), with exposure to indirect taxes and excise systems  considered an asset.

Good knowledge of the Automatic Exchange of Information (AEOI) framework and EU  legislation in direct taxation. 

Good knowledge with tax reporting, cross-border data exchange, and administrative  cooperation mechanisms between Member States.

Minimum 15 years’ experience in project management and good experience with project  management tools. 

Minimum 10 years’ experience in IT, including recent 5 years’ IT service  management or project management experience. 

Stakeholder and Institutional Experience 

Experience working with or for EU Member States, including knowledge of national  implementation challenges and sensitivity to the political context.

Experience working within EU-funded, multinational, or public sector IT environments. 

Expertise and good knowledge in reviewing functional and technical deliverables (e.g.,  specifications, architectures, test plans). 

Good knowledge of large-scale distributed digital systems (TES), and their integration and  deployment across EU Member States.

Experience supporting and monitoring national system implementation and conformance  testing. 

Excellent knowledge of collaboration and project tools such as MS Project, JIRA and  Confluence.

Good knowledge of European Commission standard IT products and technical  frameworks.

Good knowledge of crypto-asset ecosystems and their relevance to taxation is an asset. 

Ability to understand and/or express positions in French in addition to English is an asset
