Support the ENV.A2 project management team in the evaluation, planning, coordination and delivery of a portfolio of small to medium‑sized projects and evolutions for existing IT applications supporting environmental policies.

Manage the implementation of information systems or system enhancements to meet identified business needs, acquiring and using the necessary resources and skills within agreed parameters of cost, timescales and quality.

Contribute to the definition and maintenance of portfolio‑level plans, roadmaps and priorities, ensuring alignment with policy and business needs.

Prepare and maintain project plans (scope, schedule, budget, resources, risks, communications, quality), track progress against plans and provide regular, accurate status reports and dashboards to project owners and stakeholders.

Coordinate and follow up the work of various technical and functional teams (e.g. business analysis, development, testing/QA, operations, security, UX, documentation), ensuring that dependencies are identified, communicated and managed.

Organise and chair project and working meetings (e.g. planning, progress, risk, defect, change advisory), prepare agendas and minutes, and follow up on actions and decisions.

Support the definition, refinement and documentation of business requirements and user stories in collaboration with business owners, product owners and business analysts.

Support test and quality‑assurance activities by planning and coordinating test phases (functional, regression, user acceptance, non‑functional), ensuring that entry/exit criteria are defined, met and documented, and that defects are followed up until resolution.

Support the handover to operations: plan and coordinate releases, deployment activities, operational readiness checks, and ensure that documentation (user, technical, operational) and support procedures are in place.

Identify, assess and manage project risks, issues, assumptions and dependencies; propose and follow up mitigation and contingency actions; escalate in a timely way when needed.

Manage the project change control procedure, ensuring that scope changes are assessed (impact on cost, time, quality, risk), agreed with project owners and appropriately reflected in plans and documentation.

Monitor costs, timescales and resources used for the assigned projects; take action where deviations occur, within agreed tolerances; ensure that delivered systems are implemented in line with agreed constraints and quality objectives.

Contribute to the continuous improvement of project management practices, methods, tools and templates within ENV.A2 (e.g. lessons learned, standard reporting, planning and risk‑management approaches).

Provide effective leadership and coordination for the project team(s), ensuring team members are informed, aligned, and able to perform their tasks; facilitate collaboration in an international and multicultural context.

Acquire and maintain a solid understanding of the business processes supported by the information systems in scope, including high‑level architecture and key cross‑system interactions (data flows, interfaces, security, usability, scalability, interoperability), in order to support informed planning and decision‑making.

Facilitate communication between technical and non‑technical stakeholders, ensuring a common understanding of objectives, constraints, decisions and their implications.

B2 level of English minimum. Any level o French is considered an asset.

Very good knowledge of project management methodologies and good practices (e.g. PM2, PMBOK, PRINCE2 or similar).

Experience in managing multiple small to medium‑sized IT projects or workstreams in parallel (portfolio / programme or multi‑project environment).

Experience in planning, tracking and reporting (scope, schedule, cost, resources, risks, quality), including use of standard PM tools.

Experience in coordinating cross‑functional teams (business analysis, development, testing, operations, security, UX, etc.).

Experience in risk, issue and change management.

Good understanding of the software development life cycle (SDLC) and of enterprise information systems.

Good knowledge of Agile / iterative development approaches (e.g. Scrum, Kanban) and of how to coordinate projects in such environments.

Good understanding of non‑functional aspects such as usability, security, performance, data protection and data integrity.

Ability to work effectively with testing / QA teams (functional and non‑functional testing) and operations teams (release and deployment management, incident and problem management).

Good understanding of integration aspects (APIs, interfaces, data flows); familiarity with relational data concepts and basic SQL.

Ability to apply high quality standards and to promote quality‑oriented practices in project execution.

Ability to cope with fast‑changing technologies and priorities in enterprise interoperable applications.

Very good communication skills with both technical and non‑technical audiences, including the ability to summarise complex information clearly for management and policy stakeholders.

Strong analysis and problem‑solving skills, including the ability to structure issues, identify options and support decision‑making.

Capability to write clear and structured documentation (e.g. project plans, reports, meeting minutes, procedures, user‑oriented communications).

Ability to participate actively in both technical and policy‑oriented meetings.

Non‑technical skills (specific to an international organisation such as the European Commission)

Capability of integration in an international / multicultural environment, rapid self‑starting capability and experience in working in a team.

Ability to participate in multilingual meetings.

Ability to work in a multicultural environment, on multiple large projects.

Ability to understand, speak and write in English at a C2 (fluent) level.

A high degree of discretion and integrity is required, as the applications managed and maintained in ENV.A2 may contain personal and confidential data.

Project Management certification (e.g. PRINCE2 Practitioner, PMP or equivalent), or Agile certifications (Scrum, or equivalent) is considered an asset.
