Preparation of proposals for architecture & data governance, evaluations of technical offers, and technical documentation.

Produce and/or review documents. This includes system and application architecture documents

Management of technical follow-up activities, including TAPAS and SPEED2, incident resolution, and coordination between stakeholders.

Development and maintenance of architecture documents, system design, and technical guidelines in line with DG TAXUD standards.

Coordination and review of system architectures, cloud migration processes, and integration of different information systems.

Reporting of operational follow-ups, technical evaluations, and system performance to DG TAXUD and relevant stakeholders.

Assistance with technical working groups, progress meetings, brainstorming sessions, and collaboration with contractors and partners.

Participation in technical working groups, progress meetings and meetings with the users.

Technical interface between the project leaders and the developers.

Ensure that the systems', components' and/or services' design is consistent with DG TAXUD architecture (e.g. consistency with a DG TAXUD framework);

Interaction with the business analysts, customer, users, project leaders and the developers.

B2 level of English minimum. Any knowledge of French is an asset.

At least 8 years of specific expertise in large ICT solutions and infrastructure.

Excellent knowledge of architecture best practices and patterns.

Excellent knowledge of modelling tools (UML, ArchiMate).

Excellent knowledge of interoperability technology (web services, message-oriented middleware, service-oriented bus, event architecture)

Excellent knowledge of large-scale distributed systems design, acceptance and performance evaluation.

Excellent knowledge of Data Architecture data models, data flows and storage strategies involving DB Oracle technologies

Excellent knowledge of Security assessment and vulnerability handling processes (Tenable or similar).

Excellent knowledge of developing monitoring and log management solutions with ELK.

Experience of AI practices, AI solution architecture based on AWS and Azure AI solutions.

Very good knowledge of Cloud architecture, system design of complex real-time systems, interoperability, security policies, and IT system lifecycle development

Ability to cope with fast changing technologies used in application architecture and design.

Ability to manage service delivery, change management, crisis management, and security processes efficiently and fast.

Ability to cope with fast changing technologies used in messaging exchange platforms

Ability to give business and technical presentations

Excellent leadership and conciliation skills

Very good communication skills with technical and non-technical audiences
