Definition of architecture and data governance, taking account of the need for the analytics solution to support flexible multidisciplinary collaboration between Member States customs experts and the Commission, within the prevailing legal and governance framework, on permanent and ad-hoc use cases or evaluate equivalent technical offers of TAXUD contractors and other vendors. Propose systems, components and/or services architecture COTS software products, standards; and/or to evaluate technical offers of TAXUD contractors and other vendors

Preparation of ICS2 Analytics architecture which satisfy the requirements and support future needs for following releases and potential ICS2 Analytics evolution; creation and maintenance of software architecture documents

Management of the implementation of SSA’s IT capability delivery according to business functional and non-functional requirements: follow up of IT contractors, review of documents, organisation of business acceptance tests, workshops, etc

Development and maintenance of the design of the system fulfilling the business requirements and non-functional requirements (volume, scalability, stability, confidentiality, security, integrity, availability, usability, within an appropriate data governance approach from the perspective of the MS customs and TAXUD), creation of the designs and blueprints of Cloud Architecture

Coordination with the projects' various stakeholders (DG TAXUD business and IT teams, subcontractors' teams, COTS providers, Member States' representatives, etc.); also sharing with all internal stakeholders ensuring all expectations, requirements and constraints are considered and validated in the discussions and documentation

Reporting of the activity’s status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within DG TAXUD and/or with Member States or other partners

Assistance with the review cycles and project documents. This includes both functional and technical, system and application architecture documents

Interaction with the business analysts, customer, users, project leaders and the developers in close cooperation with ICS2 SSA IT implementation team and contractors, the ICS2 SSA Data Scientists, ICS2 SSA AI Engineers, ICS2 SSA Data Engineers. Also with the Data Analysts, the Data Scientists, Risk Management and Data Protection experts from the EU Member States. He/she should be capable of understanding their requirements and provide necessary support in SSA workflow related aspects.

B2 level of English minimum. Any knowledge of French is an asset.

Good knowledge of architecture best practices and patterns.

Excellent knowledge in microservices and architecture in the cloud.

Excellent knowledge in applications design.

Excellent knowledge in Enterprise Architecture.

Good knowledge of interoperability technology (web services, message oriented middleware, service oriented bus, event architecture).

Good knowledge of the EC processes and business knowledge of Customs processes,

Excellent knowledge of central high-availability systems, big data and analytics solutions; good knowledge of machine learning platforms would be a benefit

Excellent knowledge of software delivery project management in large organisations

Good knowledge of systems and tools like Oracle, SAP, Dataiku, Denodo, Kafka, Superset, LDAP, etc.

Good knowledge of security aspects; system security, data security, etc.

Good knowledge of project management methodologies and service management

Excellent knowledge of the programming languages

Excellent knowledge of the network protocols

Very good knowledge of architecture best practises and patterns, Enterprise Architecture and practical knowledge of technologies like Kubernetes, Docker, Cloudera, Spark, Kafka, Microservices, relational DBMS, RESTful APIs, AWS, Azure, etc.

Ability to take up responsibilities efficiently and fast, even with a limited documentation and knowledge transfer; ability to identify and cover the gaps in the documentation

Ability to give business and technical presentations

Ability to cope with fast changing technologies used in application architecture and design and in the big data analytics

Very good communication skills with technical and non-technical audiences

Capability to write clear and structured technical documents

Ability to participate in technical meetings and good communication skills
